Board of Supervisors and Planning Commission to Hold General Plan Workshop

A joint public workshop of the Board of Supervisors and the Planning Commission will be held on August 30, 2011 to review the Tulare County General Plan 2030 Update.

The workshop will be held at 1:30 pm at the County Administration Building, 2800 West Burrel, Visalia, CA. The Board of Supervisors and the Planning Commission will receive an update from staff on the General Plan 2030 Update project, review the proposed Final Environmental Impact Report (FEIR), and review recommendations from staff regarding future public hearings.

The Tulare County General Plan 2030 Update (General Plan Update) provides a comprehensive, long-term plan for the future physical development of the County.  The County’s General Plan Update consists of development policies that set forth objectives, principles and standards that guide future land use decisions within the County.  This proposed FEIR is designed to analyze the environmental impacts of the proposed General Plan Update. 

On March 25, 2010, staff released the General Plan Update documents including a Revised Draft Environmental Impact Report (RDEIR) for a 60 day review period ending on May 27, 2010. A total of 44 letters were received containing approximately 2,300 comments and 1,500 pages of material. In response to these comments, staff has worked in conjunction with consultants during the past year to prepare a proposed FEIR. During this time, staff conducted 26 public outreach meetings to discuss the General Plan Update materials and process.

After this workshop, if authorized, the Planning Commission will meet, at a later date, in a noticed public hearing to review the proposed project and make recommendations to the Board of Supervisors.  After the Planning Commission has made its recommendation on the proposed project, the Tulare County Board of Supervisors will notice and hold a public hearing on the proposed General Plan Update and will consider the FEIR.
