Applicants Sought for Successor Agency Oversight Boards

The Board of Supervisors is seeking applications from residents who are interested in serving as a “public member” on one of eight Successor Agency Oversight Boards in Tulare County. The deadline to submit applications is February 22 and appointments will be made at the February 28 Board of Supervisors meeting.

Successor Agency Oversight Boards are tasked with overseeing actions undertaken by the Successor Agency, including:  the disposition of assets, approving the administrative budgets of the Successor Agency, and approving debt-related payments of former city and county redevelopment agencies (RDA). Effective February 1, 2012, 400 RDAs statewide shut down in compliance with a December 2011 California Supreme Court decision and transferred their assets to successor agencies.

In Tulare County, a total of nine RDAs were required to dissolve. Those RDAs include the County of Tulare, City of Dinuba, City of Exeter, City of Farmersville, City of Porterville, City of Lindsay, City of Tulare, City of Woodlake, and the City of Visalia. Each government agency voted to take over as their RDAs successor agency. Each successor agency is required to have a Successor Agency Oversight Board.

Per State law, members of the Oversight Boards are selected as follows:

- One member appointed by the County Board of Supervisors.
- One member of the public appointed by the County Board of Supervisors.
- One member appointed by the mayor for the city that formed the RDA, this appointment will not be made for the County Successor Agency
- One member appointed by the largest special district, by property tax share, with territory in the jurisdiction of the former redevelopment agency.
- One member appointed by the County Superintendent of Schools.
- One member additionally appointed by the County Superintendent of Schools for the County Successor Agency.
- One member appointed by the Chancellor of the California Community Colleges.
- One member representing the employees of the former redevelopment agency.

On February 7, the Board of Supervisors appointed Supervisor Steve Worthley as the Board of Supervisors representative and Art Pena as the public member to the Dinuba Successor Agency Oversight Board. Public members are being sought for Oversight Boards for Tulare County, Exeter, Farmersville, Porterville, Lindsay, Tulare, Woodlake, and Visalia.

Burrel, Visalia CA 93291-4582 or you can call (559) 636-5000 and request an application to be mailed to you.

Oversight Board members serve without compensation or reimbursement for expenses. Meeting dates and meeting frequency will be set by each Oversight Board once established.
